Position: Grants and Finance Officer, South Caucasus, based in Tbilisi, Georgia

Reports To: Program Officer, South Caucasus and Senior Grants and Contracts Manager

Scope: The Grants and Finance Officer for the South Caucasus will handle the accounting, financial and administrative operations of the CIPE Georgia Field Office and other programs in the region. This position is based in Tbilisi, Georgia under the supervision of the South Caucasus Program Officer and the Senior Grants and Contracts Manager (both located in Washington, D.C.). The Grants and Finance Officer will ensure compliance with local financial regulations, CIPE donor procedures, and CIPE contract/grant policies. The Grants and Finance Officer must have a demonstrated knowledge of Georgian accounting processes and regulations and experience with international donors.

Responsibilities:

I) Georgia Office Accounting, Financial and Administrative Management

  • Manage office funds, including bank accounts, petty cash, etc.
  • Prepare staff payroll, local tax payments, and pension contributions in accordance with Georgian law.
  • Ensure timely payment to tax authorities, vendors, consultants, contractors, etc.
  • Prepare regular financial forecasts, statements, and expense reports.
  • Maintain and monitor office financial and operational policies.

II) South Caucasus Region Contract, Grants, and Financial Management

  • Ensure compliance with regional financial processes, in coordination with the South Caucasus and Grants, Finance and Operations teams, and in accordance with CIPE’s policies and procedures.
  • Coordinate with South Caucasus program staff to develop and approve project budgets.
  • Monitor grant spending, including cash flow projections, burn rates, budget forecasts, etc.
  • Review and process payment requests for the South Caucasus program team.
  • Support South Caucasus program staff in drafting, executing, and managing grants and contracts.
  • Coordinate with South Caucasus regional staff to establish and maintain procedures for effective office operations, grants and contracts monitoring, and compliance with local law and donor requirements.

Education and Professional Qualifications:

  • Bachelor’s degree in Accounting, Finance, Business Administration, or related field. Professional financial management and/or accounting certificates preferred.
  • At least ten (10) years of experience in accounting, financial and administrative management. Experience with international and/or US-funded grants, contracts, and/or projects strongly preferred.
  • Professional fluency (written and spoken) in English and Georgian.
  • Demonstrated accounting, financial, payroll, and administrative experience, specifically with international organizations in the South Caucasus.
  • Strong attention to detail, analytical skills, and financial acumen.
  • Ability to coordinate with multiple stakeholders (i.e. CIPE DC Program Teams, South Caucasus Field Offices, Grants, Finance and Operations Division, international donors, etc.). 
  • Strong organizational, interpersonal, and communication skills.
  • Proficient in MS Office, specifically MS Word, Excel, and PowerPoint.
  • Proficiency in accounting financial management and payroll software systems.
  • Overall, attention to detail, proactive problem solving, and outside the box thinking.
