Program Manager, Eurasia
The Center for International Private Enterprise (CIPE) strengthens democracy around the globe through private enterprise and market-oriented reform. CIPE is one of the four core institutes of the National Endowment for Democracy and an affiliate of the U.S. Chamber of Commerce. Since 1983, CIPE has worked with business leaders, policymakers, and civil society to build the institutions vital to a democratic society. CIPE’s key program areas include enterprise ecosystems, democratic governance, business advocacy, and anti-corruption & ethics. 
Position: Program Manager, Eurasia
Reports to: Senior Program Manager and Interim Director (based in Washington, D.C.)
Scope: CIPE is seeking a full-time Program Manager to be based in Baku, Azerbaijan that lead and oversee CIPE’s portfolio of work in Europe and Central Asia, with a primary focus on managing the WE-Champs program, a multi-regional initiative covering Europe, Eurasia, and Sub-Saharan Africa. This role combines strategic leadership, program management, partner support, and external representation to ensure high-quality project implementation and meaningful impact across the region.
Responsibilities: 
- Manage and ensure the quality, effectiveness, and strategic alignment of CIPE’s programming in Central Asia and Eurasia.
 - Represent and promote CIPE’s brand and mission through participation and speaking engagements at conferences, official meetings, and relevant public events.
 
- Oversee the Eurasia component of CIPE’s WE-Champs program, ensuring timely and impactful execution of activities.
 - Develop and maintain project work plans, timelines, and related planning documents.
 - Coordinate and facilitate CIPE-led events, training, and partner meetings.
 - Ensure all CIPE-led and partner-led activities meet quality standards and align with program objectives.
 - Manage regional consultants, mentors, and implementing partners, ensuring adherence to deliverables and timelines.
 - Identify and address challenges or opportunities, recommending strategic adjustments when necessary.
 - Oversee the organization of regional events, conferences, and networking sessions.
 - Administer subgrants and contracts in compliance with project objectives and donor regulations.
 - Review and edit project outputs to ensure accuracy, quality, and completeness.
 - Represent CIPE at partner events, public gatherings, and key stakeholder meetings.
 
- Ensure compliance with CIPE and donor guidelines, policies, and reporting requirements.
 - Prepare and submit timely project reports and regular updates to CIPE headquarters.
 - Collaborate with CIPE’s Monitoring and Evaluation (M&E) specialist to support data collection, performance tracking, and evaluation.
 - Provide technical assistance and capacity-building support to partner organizations in Europe and Eurasia.
 - Maintain regular communication with partners and conduct site visits as needed to support coordination and implementation.
 - Support partner organizations in developing, executing, and reviewing work plans.
 - Provide feedback, templates, models, and strategic input to enhance operational efficiency and program impact.
 - Organize targeted training or technical assistance sessions to strengthen partner capacity.
 - Perform additional duties as assigned by the Senior Program Manager and Interim Director.
 
- Bachelor’s degree in international development, political science, economics, business, or a related field; Master’s degree preferred.
 - Minimum of 5–7 years of relevant professional experience in international development, economic empowerment, or civil society strengthening.
 - Proven experience managing multi-country or multi-partner programs, preferably within the Europe and Central Asia.
 - Strong understanding of donor compliance, project management, and subgrant administration.
 - Excellent communication, facilitation, and cross-cultural collaboration skills.
 - Demonstrated ability to build partnerships and represent organizations in external forums.
 - Fluency in English required; proficiency in Russian or other regional languages strongly preferred.
 - Willingness to travel within the Eurasia region and internationally as needed.
