Senior Finance Manager, Indirect Budget

Position: Senior Finance Manager: Manager Indirect Budget, Finance
Reports to: Chief Financial Officer
Scope: This full-time position is based in Washington, D.C. This position is responsible for the annual administrative budget process, monthly departmental reporting and analysis, indirect cost negotiations (NICRA), and consolidated financial reporting and analysis.
Responsibilities:
Administrative budget and NICRA
Under the direction of the CFO, this position is the primary point of contact for all administrative departments in planning and administering the annual indirect cost budget process.
Develop and closely monitor the indirect cost budget. Using a combination of Excel and JAMIS Prime ERP, provide input and leadership on decision-making issues affecting the organization’s efficiency.
Collaborate with staff responsible for the indirect cost center budgets to consolidate the organizational budget for the CFO review and approval.
Perform budget versus actual analysis, explain variances, and suggest cost saving methods.
Update Forecast to reflect variances from board approved budget.
Track and forecast NICRA rate fluctuations, prepare the NICRA annual package, and assist in negotiating the NICRA rate with the responsible agency.
Approve vendor contract budgets and ensure funds are available for executing the contracts. Verify estimated cost of the contract is reasonable and request cost revision if not in line with the annual budget.
Policies and Procedures
Assist managing the Financial Management policy and procedure and work with the CFO and Controller to make necessary updates.
Assist managing the Procurement policy and procedure updates and monitor for compliance.
Reporting, Accounting, and Audit Support
Collaborate with Controller to produce and analyze monthly consolidated financial statements.
Perform operating lease accounting, as well as fixed assets depreciation and other accounting schedules and associated journal entries.
Monitor and periodically reconcile expense accounts and assist with the end of month closing accounting procedure.
Assist with annual audits.
Qualifications:
Bachelor’s degree in accounting, finance or a related field
A minimum of 5 years’ work experience in nonprofit finance with a working knowledge of GAAP is required.
Experience with nonprofit budgeting processes is required.
Experience with annual audits.
Knowledge of Federal Cost Principles (2 CFR 200).
Experience of negotiating NICRA rates.
Microsoft Office skills.
Analytical and communication skills.
Willingness to be flexible and adaptable in a fast-paced environment.
Team player with a positive attitude and the ability to interact with all levels of the organization.
THE SALARY RANGE FOR THIS POSITION IS $110,000-$125,000
