The USAID Economic Governance Program (The Program) is a five-year program to help Georgia design and implement transparent, evidence-based economic policies to improve its business and investment environment. Through the program, USAID partners with the Government of Georgia, business associations, and civil society organizations to facilitate strong public-private dialogue (PPD Research Specialist Georgia) and ensure that Georgia's private sector is represented in the policymaking process. The Program  supports business associations and civil society to drive Georgia's reform processes through research and advocacy.

The Center for International Private Enterprise (CIPE), as a sub-implementer of the project under Deloitte Consulting, is responsible for strengthening the capacity of Private Sector Associations (PSAs) and Civil Society Organizations (CSOs) to affect the development, implementation and enforcement of policies, laws, and regulations.

Job Title: Research Specialist


CIPE is seeking a full-time Research Specialist based in Tbilisi, Georgia. This position is responsible for coordinating and monitoring grant activities, supervising research and analytical documents produced by the grantees and the Program beneficiary CSOs and PSAs as well as support Civil Society Strengthening Component overall activities. The successful candidate must be able to handle multiple detail-oriented tasks with limited supervision, have excellent writing and communications skills, and work well in a team. CIPE is seeking a candidate who is enthusiastic about the role the private sector plays in democratic governance.

This is a term position ending in November 2025.


  • Monitor and supervise grant activities with special emphases on research and analytical work produced by the Program beneficiaries and grantees.
  • Support the Program beneficiaries in developing analytical and research papers including proposing techniques to improve research quality, evaluating and refining research strategies and approaches, recommending improvements, customizing, implementing new methods and procedures if needed.
  • Prepare research, analytical documents, and inquiries as requested by the Program individually or in coordination with the Program’s partners from the public and private sectors.
  • Collect analysis and provide performance data and indicators to the Program RIA, Monitoring, Evaluation and Learning Advisor.
  • Support the Component in day-to-day activities including but not limited to:
    involvement in the PPD development platforms and activities; assistance in Organizational Development Program (ODP) implementation.
  • Maintain and update all necessary documents in project software system.
  • Maintain hard copy and electronic filing system of all project documentation in accordance with USAID, Deloitte, and CIPE policies and regulations.
  • Coordinate, delegate, and ensure that the final reports, deliverables, event memos, and other requested documents are submitted properly and in timely manner.
  • Develop and maintain collegial, productive relationships with other project colleagues, project counterparts, beneficiaries and subcontractors, the Georgian private sector, and the Government of Georgia while achieving the overall project objectives.

Qualification and Skills 

  • Minimum of 1-2 years of full-time professional research-related experience.  
  • ​​​​Bachelor’s degree or equivalent required in one of the following fields: social science, public policy, political science, or related fields.
  •  Knowledge of research principles, concepts, practices, and methods.
  • Experience working in business associations, chambers of commerce, or international organizations preferred.
  • Excellent written and spoken English and Georgian.
  • Superb and demonstrable English writing abilities.
  • Good at thinking critically, juggling many tasks, and prioritizing.
  • Interest in the private sector’s role in democratic governance and economic development.
  • Strong organizational, interpersonal and communication skills.
  • Ability to work in a diverse team environment, across time zones.
  • Ability to manage multiple, detail-oriented tasks simultaneously with limited supervision.
  • Strong sense of initiative and ability to self-manage and prioritize work.
  • Strong computer skills, specifically working with MS-Office, especially Word, Excel, and Outlook.
