The Center for International Private Enterprise (CIPE) is seeking a Program Associate for a five-month full-time engagement of a US-government funded project with expected extension to December 2025, contingent on the receipt of funding. Through this project, CIPE will bring leading cotton clusters in Uzbekistan together to receive training on supply-chain compliance; establish and implement labor standards for the Uzbek cotton market; and support clusters in implementing compliance programs. CIPE will also aim to bring local cotton businesses, global brands, government officials, and worker representatives together to exchange information, build trust, and develop shared understandings of how to assure standards of transparency, demonstrable commitment to labor rights, and good corporate governance.

The Program Associate will support the Program Officer in project activity implementation, financial compliance, and reporting of CIPE’s program in Uzbekistan. The Program Associate will also support field operations, monitoring, and administration.

This full-time position is available in August 2024. This position is based in Tashkent, Uzbekistan and will report to the Program Officer. CIPE will complete a project orientation with the successful candidate, including training on CIPE operational systems and standards as well as project management expectations.

CIPE’s program areas are: Investment, Business Ethics; Enterprise Ecosystems; Business Advocacy; Trade; and Women’s Economic Empowerment. Based in Washington, DC, CIPE teams are active in over 20 countries through field offices and representatives, with a network of partners in over 80 countries.

Job Title: Program Associate

Responsibilities: 

  • Provide administrative and logistic support to the Program Officer to coordinate in-country activities for the program in Uzbekistan.
  • In coordination with the Program Officer, monitor local political and economic developments in Uzbekistan and Central Asia, broadly, as they pertain to the program.
  • Contribute to reports on these developments for weekly staff meetings, in monthly written reports, and more frequently by email when the situation requires it.  
  • Assist the Program Officer in the maintenance and updating of a database of Cluster Associations, entrepreneurs, civil society, academicians, government representatives and other key stakeholders involved in the program.
  • Process invoices, contracts, grant agreements, vouchers, consultant and partner payments, payment requests and other financial documents.
  • Coordinate travel arrangements including hotel booking, tickets reservation, and transfers booking for the Program Officer, staff from the Washington D.C. office, and local and international consultants and experts. 
  • Provide administrative and logistic support (venue booking, simultaneous translation ordering, materials printing, etc.) in organization of different events including meetings, conferences, trainings, presentations, round table discussions, etc.
  • Provide interpretation during meetings to all CIPE staff visiting the region in coordination with Central Asia Program Officer.
  • Adhere to appropriate office procedures as dictated by CIPE and its funding representatives.
  • Ensure compliance with donor guidelines and procedures in managing programs. 
  • Perform other duties as assigned.

Qualifications and Skills:
  • Bachelor’s degree in economics, economic development, international business, public policy, international relations, international law, or a related technical field or equivalent years of experience.
  • Minimum of 2 years of demonstrated administrative office experience.
  • Knowledge of political and economic dynamics of Central Asia.
  • Professional proficiency in spoken and written English and Russian; knowledge of Uzbek a plus.
  • Effective interpersonal and teamwork skills and the ability to work independently, and as part of a small team.
  • Strong writing abilities and analytical skills.
  • Strong organizational, interpersonal, and communication skills.
  • Ability to handle multiple, detail-oriented, tasks simultaneously with limited supervision in a fast-paced environment.
  • Strong financial acumen and ability to develop and monitor project budgets.
  • Effective written and oral communication skills.
  • Commitment to free market principles and the democratic ideals of freedom, equality, inclusion, participation, prosperity, and growth.
  • Knowledge of Microsoft Office, especially Excel, Outlook, and Word.

Other desired qualifications include:
  • Experience in project management for US or other foreign-funded projects.
  • Demonstrated understanding of international labor standards and corporate governance norms.
  • Ability to take initiative to manage multiple, detail-oriented tasks with limited supervision.
  • Excellence in writing, reporting, and English composition.
  • Some regional travel may be required.
