CIPE collaborates with local organizations to implement practical solutions to local challenges, fostering economic opportunities in democratic settings.

About the Role: CIPE is seeking an Investment Transparency Technical Lead for an anticipated USAID-funded award. This position will be based in Skopje, North Macedonia, offering an exceptional opportunity to lead a crucial program aimed at supporting EU market integration and accession for focus countries in the E&E region. Any offer for this position will be contingent on receipt of the anticipated award.
The Investment Transparency Technical Lead will spearhead CIPE's efforts in EU accession candidate countries, providing strategic direction and technical expertise in various areas, including:

  • Developing and implementing comprehensive programming for advancing investment transparency aligned with CIPE's objectives and EU accession requirements.
  • Utilizing deep knowledge of EU institutions and enlargement policy to identify challenges and opportunities for transparency reforms.
  • Tailoring programming to the specific contexts of accession states.
  • Providing expertise in public procurement, beneficial ownership transparency, anti-corruption efforts, and addressing corrosive capital.
  • Facilitating public-private dialogues between government, private sector, civil society, and academia to foster collaborative approaches to transparency reforms.
  • Conducting research, analysis, and training programs, and monitoring program impact.
Qualifications:
  • Master's degree in a relevant field (e.g., international development, economics, public policy).
  • Minimum of 10 years of experience in investment transparency, anti-corruption, and good governance in developing or transitioning economies.
  • Strong program management track record.
  • Deep knowledge of EU institutions, enlargement policy, and the political, economic, and legal landscapes of EU accession states.
  • Proven ability to develop and implement successful programs promoting good governance and transparency.
  • Expertise in public procurement best practices, foreign direct investment transparency, beneficial ownership transparency, anti-corruption measures, and corrosive capital.
  • Experience facilitating public-private dialogue on governance issues.
  • Experience working with private sector stakeholders.
  • Excellent analytical, research, and communication skills.
  • Fluency in English and at least one additional relevant language (e.g., Bosnian, Serbian, Croatian Albanian, Macedonian, Montenegrin, Romanian, Georgian, Ukrainian, etc.).

Reporting Arrangements: The selected candidate will report to the CIPE Program Manager based in Washington, D.C.
Remuneration: Remuneration will be individually negotiated based on professional qualifications and relevant experience.
