The Center for International Private Enterprise (CIPE) strengthens democracy around the world through private enterprise and market-oriented reform. CIPE is one of the four core institutes of the National Endowment for Democracy, and is an affiliate of the U.S. Chamber of Commerce. Since 1983, CIPE has worked with business leaders, policymakers, and civil society to build the institutions vital to a democratic society. CIPE’s key program areas include Enterprise Ecosystems, Democratic Governance, Business Advocacy, Women’s Economic Empowerment, Anti-Corruption& Ethics and Trade.

The Policy & Program Learning unit (PPL) plays a key role within CIPE’s thought leadership and strategic policy options. PPL team conducts applied research and leverages program experience to facilitate exchange of good practices and reform opportunities among CIPE’s partners and international network.

Scope: CIPE is seeking a full-time, exempt Washington D.C.-based Program Officer for knowledge management, on the Policy and Program Learning team. Knowledge Management captures lessons in democratic and market reform from CIPE’s experience, and then makes this knowledge accessible to partners and staff to enhance the effectiveness of future reform efforts. The Program Officer is responsible for organizing and sharing of this knowledge with CIPE programs.

Responsibilities:

  • Contribute to the development and implementation of strategy for facilitating access to CIPE’s knowledge base
  • Capture lessons and curate content from CIPE’s program experience, including tools, case studies, training materials, and issue briefs
  • Facilitate peer learning and knowledge exchange
  • Maintain CIPE’s knowledge base through platforms such as the SharePoint-based Intranet, the shared knowledge bank, and a project data catalogue
  • Analyze and present data from CIPE’s program portfolio to generate program insights
  • Communicate CIPE’s approaches to democratic and market reform through writing or events
  • Develop concept papers, proposals, budgets, project reports, contracts, and/or grants
  • Collaborate with multiple CIPE departments to achieve programmatic goals, including Programs, Monitoring, Evaluation & Learning, Information Technology, Communications, and Grants & Finance
  • Supervise and develop junior program staff, such as Program Associates and interns
  • Adhere to appropriate CIPE, NED and U.S. Chamber of Commerce policies and procedures

Qualifications:
  • Bachelor’s degree is required
  • Master’s degree, or the equivalent experience, in social sciences, international development, public policy, business administration, or a related field is preferred
  • 3-6 years of professional experience with knowledge management, research, evaluation, international assistance, non-profit organizations, or business support organizations
